This is then transferred on the the UMS or Uniform Marking Score (or Scale) which standardises the marking across different Boards and papers. This is done by analysing the grades that are coming out and if a paper is thought to be harder then there is an adjustment in the score that is needed to achieve each grade boundary. You might wonder why Exam Grade boundaries need to be adjusted? Each year a number of new exams are introduced and some of the questions may be more difficult or a little more tricky, therefore some kind of comparison across the years has to be made otherwise you could have a situation where students last year got higher GCSEs than this year. These are often referred to as UMS scores or scales.
